Riding the 1971 war victory, Indira Gandhi's Congress won majorities in the 1972 state elections and signed the Simla Agreement with Pakistan, formalising the Line of Control and bilateralism. The year also brought the Wildlife (Protection) Act, the Stockholm conference and the North-East's reorganisation into new states and Union Territories.
