Under Viceroy Lord Ripon, 1881 brought India's first synchronous decennial Census, the first Indian Factories Act, the Negotiable Instruments Act and the Rendition of Mysore. In Pune, Tilak, Agarkar and Chiplunkar launched Kesari and Mahratta, strengthening the early nationalist press.
