Two instincts collide
Confronted with that exposure, the state shows two instincts, and both are on display. The first is substitution: two new urea plants are set to add 25.4 lakh tonnes of domestic output to reduce import reliance and shield farmers from global price volatility; higher ethanol blending targets are presented as a route to lower energy dependence; and silver imports were hit by restrictions and higher duties, falling 87% in May. The second is diversification: as West Asia wobbled, Oman emerged as a gateway, imports from Brazil rose 2.8 times to $2.7 billion and from Peru 3.7 times to over $2 billion, while cooking-gas demand pushed the United States up the import map. The tension between walling off and reaching out defines this moment. Resilience will not come from choosing one reflex, but from knowing which problem each is suited to solve.
The honest case each way
Steel-man both. The case for substitution is real: a farmer should not be hostage to global price volatility, and building domestic urea capacity is a legitimate shield against it. Foreign exchange saved on avoidable imports can support other public priorities. The case for caution is equally real. Self-reliance pursued without arithmetic can cost more than it saves. A critique of the ethanol programme warns that higher blending targets threaten to intensify water stress without delivering energy security or reducing imports — trading an oil dependence for a water crisis. Import curbs, too, can shield a domestic industry or simply tax the consumer and distort a market, as the 87% collapse in silver inflows may yet test. Neither autarky nor open drift is a strategy.
What the numbers say
The evidence rewards specificity. On the import bill, Indian refiners were paying $86.77 a barrel even as Brent eased, and total crude imports rose 8% month-on-month in May, partly on a 21% jump in Russian imports, by CREA's count. On substitution, silver inflows collapsed to $75.57 million, with volumes down 94%. On capability, the most hopeful number: Jio Platforms climbed 320 places into the global top 20 of the WIPO PCT rankings. And on markets beyond West Asia, two-way trade with Slovakia reached $1.8 billion, Indian exports of roughly $1.52 billion dwarfing $284 million of imports. Diversification and invention, not retreat, are where the data points toward durable strength.
The verdict
The verdict is for resilience, against autarky. The right lesson from a West Asian scare is not to pull up the drawbridge but to widen the gates and climb the value chain. Diversifying suppliers across Oman, Brazil and Peru reduces the power any single source holds over an Indian household. Moving from import dependence to technological capability, as Jio Platforms' leap into the WIPO top 20 shows is possible, is how Indian companies stop being mere price-takers. But the same standard must judge the missteps: a blending target that strains water resources without cutting imports is not self-reliance, it is self-harm dressed as strategy. Competence, not slogans, is the test. A policy earns the name self-reliant only when it makes the country stronger and the poorest household safer.
A way forward
The path is concrete. First, treat energy security as infrastructure: diversify long-term supply beyond West Asia and publish an honest import-vulnerability dashboard covering crude, LPG, LNG and fertiliser so 88% crude dependence does not creep higher unnoticed. Second, subject every substitution scheme to a water-and-cost audit before the target is raised; recalibrate the ethanol programme against water-stress concerns rather than abandon it. Third, back capability patiently, since the climb into the WIPO top 20 shows Indian deep-tech ambition can register globally after years of effort. Fourth, keep fertiliser and food self-sufficiency farmer-facing, measured by the price at the village shop, not the press release. Resilience that does not reach the bottom decile is a vanity metric. Build the kind that does.

Import Resilience Disclosure Bill
Parliament should enact a law requiring a public Resilience Impact Statement before any major import curb, fuel-blending mandate or strategic substitution policy, covering source concentration, consumer-price risk, farmer impact, water stress and diversification alternatives. Each measure should carry a sunset review and RTI-disclosable reasons so citizens can test whether it builds capability and diversification rather than costly autarky.
